Seems to be a part of Omnipass Fingerprint reader software that came with a fingerprintreader from Targus.

Yeah, I bought the APC Biopod as well. I think it's pretty ridiculous that WebLink.exe should be constantly running. It's using 17,608K of memory as I type this. Don't you agree that it would be sufficient to perform this check every time the computer starts up instead of having a program constantly monitor it?

I have the Softex Omnipass software; it came with my APC Biopod - a software/hardware solution for biometric security. Instead of typing passwords you can just scan your fingerprint. WebLink.exe is one of the software components; it is used to check for software updates. In my case it goes to the www.softexinc.com website. I swear that - when this website is down (as it is at the moment) - and I boot my computer, the program will cause my startup to drag out well over 3 minutes versus the usual 30 seconds.
