The following information was provided by Andy:
khooker.exe assigns a task to a letter on the keyboard. It is not necessary for a running OS.
Even on some OS this little program causes a alarm message or a "crash".
Remove it in task manager and look for (regedit) HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Run
There search for an entry like hooker.exe and delete it.
At least delete the program in /system32, too.
But I can"t admit one"s responsibility! Save your registry before this procedere. Good luck.

I guess just delete that fu@!*ng thing like you said.
I just rebooted and same error happens when logging
off:
khooker.exe - DLL Failed to start because windows is shutting down.

Was searching "khooker" because I have a laptop with an SiS integrated video card.
When I deleted the SiS tray application from StartMenu\Startup I got this error everytime I logged off (Win2000).
khooker.exe - DLL Failed to start because windows is shutting down.
Found a better way than deleting the khooker.exe file.
Seems it's loaded by the SiS video driver.
Change these registry DWORDS to 0 and the video driver doesn't load them:
HKLM\SOFTWARE\sis\ReferCount\315
khooker DWORD 1 (orig - set to 0)
sistray 1 (orig - set to 0)
Khooker is not loaded by the video driver at startup!
* also delete registry Run entry for khooker.exe

This is a part of the Sis Utiliy Icon next to you windows time, you can remove it, but it's not neccesary.
